For Discussion: Comment on Kemal Dervis assertion in the publication, Development challenges in the 1990s : leading policymakers speak from experience, that reforms should be accelerated during a crisis as vested interests have much to loose if the crisis worsens. The video of the talk used to be on the World Bank website, but with the upgrading of their website it and other videos from the series Practitioners in Development has disappeared from the website.
